It's quite easy to explain actually...

1. Because pastel colored suits are so Miami Vice
2. Because unlike most people he doesn't wear the suit to work. He gets it from wardrobe when he gets to work but it doesn't include underware and socks. So since he doesnt know what color the suit is going to be that day he just wears white socks. It would be a major faux pas to be wearing blue socks with a brown suit on the show and even worse of he was seen wearing dark socks with his white Nike's and shorts on the way to the show.

Does't it all make sense now?
